Publication Ethics

1. General Provisions

The editorial policy of the scientific journal 'Dermatology and Infectious Diseases' (hereinafter referred to as the Journal) is formed on the basis of the principles of academic integrity, scientific validity, transparency and responsibility of all participants in the publication process.

The Journal is guided by internationally recognized publication ethics standards, including the recommendations of the Committee on Publication Ethics (COPE), and also takes into account the requirements of national scientific and state regulators.

The purpose of this document is to establish unified ethical norms and procedures aimed at ensuring trust in published scientific research results, protecting the rights and legitimate interests of authors, reviewers and readers, as well as preventing and resolving cases of scientific misconduct.

2. Duties of the Editorial Office

The editorial office of the Journal is responsible for organizing the publication process and making decisions on the publication of manuscripts based on their scientific novelty, relevance, methodological correctness, originality and compliance with the thematic profile of the Journal.

The editorial office undertakes to:

  1. ensure independent, objective and impartial consideration of manuscripts without discrimination on the basis of gender, age, nationality, citizenship, religious beliefs, institutional affiliation or position of authors;
  2. maintain confidentiality of information about manuscripts, review results and personal data of participants in the publication process;
  3. take measures to identify and prevent conflicts of interest between members of the editorial board, authors and reviewers;
  4. use available tools and procedures to identify plagiarism, self-plagiarism, fabrication, falsification of data and other forms of violation of scientific ethics;
  5. if there are grounds, initiate procedures for correction, expression of concern or retraction of published materials in accordance with COPE recommendations.

3. Duties of Authors

Authors bear personal responsibility for the content of manuscripts submitted to the Journal and are obliged to comply with generally accepted norms of scientific and publication ethics.

By submitting a manuscript, the authors confirm that:

  1. the work is original, has not been previously published and is not under consideration in other scientific publications;
  2. all borrowings, including text fragments, data, illustrations and ideas, are formatted correctly with mandatory indication of primary sources;
  3. the author composition reflects the real contribution of each participant in the research, and persons who have not made a significant scientific contribution are not included among the authors;
  4. studies involving humans or animals were carried out in compliance with applicable ethical standards and approvals of the relevant ethics committees (if necessary);
  5. sources of funding, as well as potential or actual conflicts of interest, are disclosed in full.

Unacceptable practices include, in particular: plagiarism and self-plagiarism without proper citation, fabrication or falsification of data, manipulation of authorship and concealment of significant conflicts of interest.

4. Duties of Reviewers

Reviewers participate in the review procedure (including double-blind, if applicable) and play a key role in ensuring the scientific quality of published materials.

Reviewers undertake to:

  1. evaluate manuscripts solely from the standpoint of scientific validity, methodological correctness and significance of results;
  2. maintain the confidentiality of materials obtained during the review process and not use them for personal, professional or commercial purposes;
  3. timely notify the editorial office of the impossibility of preparing a review or of the presence of a conflict of interest;
  4. formulate comments and recommendations in a reasoned, correct and constructive form.

5. Conflict of Interest

A conflict of interest is defined as the presence of financial, professional, institutional or personal circumstances in a participant of the publication process that can affect the objectivity of evaluation, decision-making or interpretation of research results.

All authors, reviewers and members of the editorial board are obliged to timely declare potential conflicts of interest.

If a conflict of interest is identified, the editorial office takes appropriate measures, including replacing the reviewer, redistributing editorial functions or other actions aimed at ensuring the objectivity of the process.

6. Editorial Responsibility and Decision-Making Procedure

6.1. Owner and Publisher of the Journal

The owner and publisher of the Journal is the RSE on REU 'Kazakh Scientific Center of Dermatology and Infectious Diseases (KNCDIZ)' of the Ministry of Health of the Republic of Kazakhstan.

6.2. Principles of Decision-Making on Publication

The editorial office of the Journal makes decisions on the publication of manuscripts based on:

  1. results of preliminary check for compliance with formatting requirements;
  2. results of scientific reviewing;
  3. compliance of the content of the manuscript with the thematic profile and editorial policy of the Journal.

Decisions are made solely on the basis of scientific criteria and do not depend on commercial, personal or institutional interests.

6.3. Functions of the Editorial Office

The editorial office of the Journal provides a full cycle of support for manuscripts, including:

  1. registration of incoming materials;
  2. organization and conduct of reviewing;
  3. correspondence with authors at all stages of consideration;
  4. formation of the content of each issue of the Journal;
  5. scientific, literary and technical editing of author originals;
  6. preparation of printed and electronic versions of articles for publication.

6.4. Control of Formatting and Compliance with Requirements

The editorial office exercises control over the formatting of scientific articles in accordance with the established requirements of the Journal, including the structure of the manuscript, bibliographic references, annotations and other mandatory elements.

6.5. Inadmissibility of Copyright Infringement and Plagiarism

When making a decision on publication, the editorial office is guided by the editorial policy of the Journal and does not allow the publication of materials containing signs of plagiarism, self-plagiarism or other copyright violations.

The final decision on the publication of an article or on the refusal of publication is made by the editorial board.

In conflict or disputed situations, the final decision is made by the editor-in-chief at a meeting of the editorial board.

6.6. Confidentiality of the Editorial Process

The editorial office undertakes not to disclose information about the submitted manuscript to third parties, except for the author, reviewers (within the applied review model) and, if necessary, the publisher.

6.7. Use of Rejected Materials and Conflict of Interest

The editorial office guarantees that materials rejected for publication will not be used in scientific research of members of the editorial board without the written consent of the author.

The editorial board refuses to consider a manuscript in cases of competitive relations with the author or organization associated with the results of the research, as well as in the presence of another conflict of interest.

7. Violations of Publication Ethics

In case of identification of suspicions or facts of violation of publication ethics, the editorial office acts in accordance with COPE recommendations, as well as the Journal's internal procedures.

Depending on the nature and degree of violation, the following measures may be applied:

  1. rejection of the manuscript at any stage of consideration;
  2. publication of corrections, clarifications or expressions of concern;
  3. retraction of a published article;
  4. informing affiliated organizations, scientific institutions or other interested parties in the established manner.

7. Final Provisions

This policy of publication ethics is mandatory for all participants in the publication process.

Submission of a manuscript to the Journal is considered as confirmation of the author's agreement with the stated principles, norms and procedures.

The editorial office of the Journal reserves the right to review and update this policy taking into account the development of international standards of publication ethics, changes in regulatory requirements and practices of the scientific community.
